What is a passive voice checker?

A passive voice checker is a tool that finds sentences where the subject receives the action, like "The report was written by Sam." This one lists each passive sentence it finds, suggests an active version, "Sam wrote the report", and says in a few words why the change reads better.

Is passive voice always wrong?

No. Passive voice is fine when the doer is unknown or doesn't matter, as in "The road was closed overnight." It's a problem when it hides who is responsible or makes sentences longer than they need to be. Use active voice by default and passive on purpose.
